TAXATION — Unemployment Compensation, Statute of Limitations — STATUTES, Construction of. 1. Taxation — Unemployment Compensation — Effect of failure to file request for redetermination. Under statute providing for unemployment compensation commissions notice to employers of their experience rating classification and rate of contribution assigned, and further providing for filing of request for redetermination with 30 days, on failure of employer to file such request within specified time notification became final. 2. Statutes — Repeals by implication. Generally, a statute is not repealed by implication. 3. Statutes — Construction — Specific provisions control general provisions. Where general terms or expressions in one part of statute are inconsistent with more specific or particular provisions in another part, particular provisions will be given effect as clearer and more definite expression of legislative will. 4. Taxation — General statute not applicable. Employer not entitled to relief under a general statute providing for adjustment of compensation payments within three years. 5. Statutes — Construction — Statutes must be read together and harmonized. Where one statute deals with a subject in general and comprehensive terms, and another deals with a part of the same subject in a more minute and definite way, the two should be read together and harmonized, if possible, with view to giving effect to a consistent legislative policy, but to the extent of any necessary repugnancy between them, the special will prevail over the general statute.
